Serious question here.

This question has been bugging me for a while. How does one get a headless ghost to move on? Surely the head they're looking for has rotted away by now, so it's impossible to find their head. Would they be desperate enough to accept anything, including a styrofoam ball, so they'll move on?

Good question.
If the ghost is looking for his/her head and that head has long since decomposed there would be a problem if the skull couldn't be found or was unacceptable.  If the ghost is looking for whoever is responsible for he/she losing his/her head and that person is also dead and has moved on to "wherever" then there is a real problem if that person can't be summoned to answer for its crime. Someone experienced in dealing with restless spirits would need to be called in. If the guilty person is still alive and able to be criminally prosecuted for the crime, that might be enough to get the headless ghost to move on.
I don't think a fake head would work...  Smiley
